Mr. Lhakpa Tsering was born in Tibet and raised in India. He completed his undergraduate in India and came to the United States in January 1991 as a visiting scholar at the School of International and Public Affairs Institute of Study of Human Rights at Columbia University, New York. He graduated with a Master of International Affairs specializing in International Law and Human Rights. From June 1995 to August 1999, he was UN High Commissioner for Human Rights Field Officer in Cambodia.
Since returning to the United States, he has held various positions in various capacities in many immigrant and refugee communities in the United States. More recently, he was executive director of the Atlantic States Legal Foundation, an environmental conservation group based in Syracuse, NY.
He joined the Indian American Medical Association Charitable Foundation as executive director in 2022.
